NDMU Faculty Member Represents CHEDRO XII in Lifelong Learning Caravan and ETEEAP Zonal Orientation

Mr. Vince Marc B. Sabado, MSIT, Program Coordinator of the Computer Studies Department and the Master in Information Technology (MIT) Program of the Graduate School of Notre Dame of Marbel University (NDMU), represented the Commission on Higher Education Regional Office XII (CHEDRO XII) as one of its identified members of the Regional Quality Assessment Team (RQAT) for the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) during the Lifelong Learning Caravan cum Zonal Public Orientation on the Addendum on the Eligibility Requirements for the Deputization of Higher Education Institutions (HEIs).

The activity was held on August 26, 2026, at bai Hotel Cebu in Mandaue City, Cebu, Philippines, and brought together RQAT members, higher education stakeholders, government representatives, technical experts, and lifelong learning advocates to discuss key developments in Philippine higher education.

As part of his engagement representing CHEDRO XII, Mr. Sabado joined fellow RQAT members and higher education stakeholders in plenary and technical sessions focusing on significant developments and initiatives in lifelong learning, ETEEAP, micro-credentials, and Open and Distance e-Learning (ODeL).

One of the key discussions during the program was the session on “Expanding Access: Addendum on the Eligibility Requirements for ETEEAP Deputization,” which provided participants with updates and guidance on the eligibility requirements and policies governing the deputization of Higher Education Institutions under the ETEEAP.

Mr. Sabado also participated in the ODeL Breakout Session, which focused on Quality-Assured ODeL: Policy, Standards, and Pathways. The session provided an opportunity for participants to engage in discussions on policies, quality assurance standards, and implementation pathways for Open and Distance e-Learning. It likewise highlighted the important role of ODeL in expanding access to quality higher education and supporting the country's lifelong learning agenda.

Other sessions throughout the program covered key areas related to the implementation and strengthening of lifelong learning initiatives, including ETEEAP processes, capacity building, best practices, micro-credentials, ODeL, and learning management systems.

The engagement served as an important venue for RQAT members and higher education stakeholders to deepen their understanding of current policies and initiatives while strengthening collaboration in advancing accessible, flexible, inclusive, and quality-assured learning opportunities for Filipino learners.
