Job Description:

 

Professor to handle Seminar in Public Governance

Teaching Period: First Semester SY 2025-2026, September - October 2025

Class Schedule: Weekends only

Mode of Delivery: Blended (F2F, Online and Asynchronous)

 

 

Job Specification:

 

Minimum Qualifications:

1. Academic Qualifications (CHED Requirement)

  • Master’s degree in relevant field with substantial academic or professional experience, but doctoral degree in Public Administration, Public Governance, Political Science, Development Management, or closely related field is strongly preferred.

 

2. Subject-Matter Expertise

  • Because this seminar is application-oriented and reflective, the faculty member must be able to lead critical discussion on:

  • Public governance theories and frameworks

  • Organizational design and reform in government

  • Change management and innovation in the public sector

  • Government performance, accountability, and service delivery systems

  • Contemporary public management issues (e.g., digital governance, decentralization, bureaucracy reform)

  • The instructor should have demonstrable teaching or publication experience in at least some of these topics.

 

3. Professional Experience (Highly Preferred)

  • Public governance researcher, consultant, or practitioner (e.g., in local government, national agencies, NGOs, international organizations like UNDP, ADB, etc.)

  • Involvement in organizational development, public sector reform, or strategic management projects.

  • Capacity to bring real-world governance cases and applications into class discussions.

 

 

 

4. Research and Publication

  • Conducted research on (preferably published scholarly work or policy papers in areas such as):

  • Governance reform

  • Public sector performance

  • Public service delivery innovation

  • Strategic government management

  • Ethics and leadership in governance

 

5. Teaching Competence

  • Experienced in teaching:

  • Seminar or capstone-type courses at the graduate level

  • Courses in governance, public administration, and public sector management

  • Skilled in:

  • Facilitating discussions

  • Supervising policy papers or case studies

  • Using applied and integrative teaching methods
